First, the California Rule You Need to Know
California does not ban salt-based water softeners statewide. Instead, state law lets local water and sanitation districts restrict self-regenerating softeners where salt discharge affects recycled water, wastewater treatment or agriculture.

Salt-free systems use Template Assisted Crystallization (TAC), which changes how minerals behave so they don’t stick to pipes, fixtures and water heaters. They prevent scale, but they don’t remove calcium and magnesium. So the water won’t feel “slippery” the way softened water does.

How to Avoid Overpaying: 5 Things to Watch For
1. National brand markups. Large national companies often quote $4,000 to $8,000 for systems a local installer provides for far less. Much of that difference pays for their advertising, not a better system.
2. Get at least 3 quotes. Three quotes quickly show you the fair market rate and flag any outliers.
3. Ask what’s included. A complete quote covers the system, installation hardware, bypass valve, labor, permits and startup. If it doesn’t, ask for an itemized breakdown.
4. Confirm California compliance. Ask whether the system is demand-initiated (not timer-based) and meets California’s efficiency standards for residential softeners. If the contractor can’t answer, move on.
